Ordered but haven’t received

I ordered one of these on 7-13 &; it is now 08-02 and I haven't gotten it yet. When I sent them an email, they blamed it on the shipper. When I looked at the shipping info, it appeared to me that they didn't even receive it until 07-29. I have sent the neckrelax company an email advising them to cancel my order. I would NOT have ordered it if I'd known it would take so long.
