Car has been in the shop for a year waiting on parts

Car was covered under vw warranty my local vw dealer is unable to get parts to repair motor we have had a rental car for a year waiting on dealer to repair our Passat one of reasons we purchased a vw was the Vw brand and warranty we are looking into legal ways to get this resolved
