Why my Scott’s Weed and Feed did not kill all my dandelions in my yard?

I had spread my Scott’s Weed and Feed on my lawn about 2 1/2 weeks ago. The weed and feed killed most of the dandelions but now the dandelions with the white puffy head are popping up. Why and how can I repair this? Thank you.

Mulch was packaged as red but definitely dark brown in color.

Purchased 35 bags of red mulch and only 12 were red in color. The others were clearly dark brown in color. User’s recommendation: Would not purchase from Scott’s . Home Depot offered a refund but obviously a huge inconvenience to return to the store.
