Tree taking wires down

I have not seen anyone from NYSEG attempting to take the tree down that is pulling on all the wires of our home on 85 Saratoga Avenue…..the tree is on city property leaning over Felters Road.
I have contacted NYSEG over a month of phone calls and emails for a clearance letter for a pool install. No scheduled dated, nor care for customer service, they couldn’t care less. To them, it’s a COVID-19 year, apparently that justify everything now. User’s recommendation: Find another company.
I just would like to pay my last bill but I don’t have my account number many time I contacted them and used other form of identification , it’s very frustrating !!!
I moved to the Philippines but kept my U.S. bank I gave my bank my new address but when I try to pay my bill online they won’t accept my new address when I use my debit card to pay my bill I don’t have my account number
