The bus is very hot!

Today, June 20, driving from Oakland to Irvine at 20:50 in the evening, the bus is very hot, conditioner of course OFF, of course a lot of people! Of course all people are unhappy, the driver's air conditioner is not turned on. If the air conditioner does not work, then this is understandable. But if it works where is the problem?
