Missing items for the 2nd time

I have ordered twice and still nothing i got a refund for the first one but second one still being charged even though i havent received it. The website showed that my items have been stamped return to sender on August 2nd but i am still being charged i really dont understand why. I need answers User's recommendation: You’ll never get your items don’t order.
