Disabled Placard Not Returned

Left disabled placard in car. Found by Hertz and we paid for shipping back on April 18th. It has not been sent. Numerous calls have received run around. Tweet with Hertz - said it would be returned. Nothing. is Hertz at Austin-Bergstrom airport using my placard for their own parking etc? Don't Hertz understand that disabled parking placards are essential for those who own them?
