Long wait on phone contact with Vanguard

I needed to transfer money from a bank checking acct. to two Vanguard accounts that I currently own. I called at 2:30. It is now 4:21 and I have just been able to speak with a representative who carried out my request. Every other experience with Vanguard has been sterling.

No one answers the telephone or replies to emails.
