Received a used razor that’s broken

I just received the order of a new wahl lithium pro complete cordless hair trim kit. When I opened it, well it was a used scarfed up razor that the bottom plate was broken. Non delivery of ordered gift card

I ordered a gift card online 12/5 &;;;;;;;;;;;;;;;;;;;; received email from Target that it was mailed. Also gave tracking number of USPS. No info available when checking status. Called 12/30 &amp;amp;amp;amp;amp;amp;amp;amp;amp;amp;amp;amp;amp;amp;amp;amp;amp;amp; was told it was never sent. They did refund & courtesy ecard for inconvenience.
