There were 4 employees in the office. And at one point, those sitting in line lamented the employees from the next office, which served 3 people. Thus, 18-3 = 15 people remain in the special unemployment registration office, who are served for 3 hours. So on average 15/3 = 5 people per hour. SO ONE EMPLOYEE PER HOUR SERVES ONE (18-3) CUSTOMERS / 3 HOURS / 4 EMPLOYEES = 1. 25 PEOPLE.
