I did not my vest that I order

There was supposed to be 2 different shipment and I only received my order with the paperwork and the card and that all and if you take a look at the weight of that package there is no way a vest, esa documentation with a folder and esa card is in there and it that small package and weight that amount and there are 2 tracking number
