Unable to complete personal data

I have spoken to various people in Hong Kong and Singapore as I am trying to get my details Marriott Bonvoy on the mobile app. I was asked to complete details on the laptop and then download app on my phone but am unable to do so as cannot complete STATE/PROVINCE section. Please advice urgently what to add there as this does not apply to Hong Kong. Hong Kong User's recommendation: Need someone in HK who can help.
