Reaching Customer Service

I've been autodialing for over an hour and all I get is a rinigng phone followed by a second ringing phone, followed by a busy signal and disconnect. It's impossible to get through! I tired to call other numbers as well, same thing. It's like their entire phone service is down, including the 800 self-service number. How do you not get put in a queue to have your phone call answered in the year 2018? There is zero competition in the market, too. I thought utility companies had to compete... I'm just trying to start service and this does not bode well for what it's going to be like in the future.
