It turns on and off but I can’t make no calls

My phone#is 323-271-**** my ID is122759 I already forwarded it and I still don't come on I still can't dial out or receive phone calls when I call I have data but it's just not working I can't download know if you're downwind is there any way you can help me thank you very much User's recommendation: Yes I reported do customer service to customer service with no avail.
