internet service I never had and I returned modem

I returned modem 5 yrs ago. They did a investigation and found I did return the modem. They said a email will be send to me after the close the account saying I don't owe nothing. Every time I call they something different I have references numbers from when they did the investigation and everything as been approved but they still have not did anything they keep telling me I have to wait for them to do whatever it is they need to do before they can email me the letter this going towards my credit and I told them I need the email asap. This as been going on for 2 weeks now. I don't owe anything because return the modem and they know that now but they are not doing anything to resolve the iuess
