Hello. Im not sure who is best to contact about this, but I witnessed a man using an Instacart card to buy two visa gift cards. He bought one for $200 and one for $150. This happened at 743* ***th St W, Lakeville, MN, 55044. He bought the gift cards at Cub Foods and the only information I have is that the last 4 digits of the card he used are 6647 and he used the Instacart card through Apple Pay.
