Wait Time for a Lacerated Finger

My husband gashed his finger open on a hedge trimmer and clearly needs sutures. Even the triage nurse agreed that he needs them. We have been waiting 4 hours so far and suturing has to be done within a certain time period. Absolutely ridiculous! And now he is being seen and told that it's not going to be sutured.
