Very concerned

We signed up for their membership on the understanding that if we chose not to use a week at a Palace Resort then we always had the option to exchange a week with Interval which would cost us a maximum of $650 ($450 to them to initiate the transfer and $200 to Interval). They were very clear (and repetitive) that this would be all we would pay for accommodation only at an Interval resort anywhere around the world. We’ve just started to research our first exchange for a cruise week and have been told by Interval that they only know the value of a week once it has been transferred (ie we’ve already paid $450) and most of the time they are worth on average around $400-600 and, therefore, we would need to pay $000’s more for a weeks accommodation on a cruise. If this is true then these weeks are worth less than the mandatory fees required to release them!!! Does anyone know whether a) this is just an exception of exchanging for cruise weeks vs resort or b) we’ve been lied to and both resort and cruise exchange weeks usually demand incremental cost on top of the $650 and the value of the week itself?
