Reinstatement of plan

I have been a subscriber for many years and told on 3/1/21 that I am no longer enrolled after paying premium of $80.40 on 3/1/21. I have consulted my attorney and he says I should contact the Missouri Department of Insurance and the Secretary of State of Missouri regarding your unwillingness to have me re-enrolled immediately. Can you let me know an answer to my inquiry
