Paid for merchandise that TR did not send and TR will not make it right.

I placed an order consisting of 3 pairs of shoes. They applied one UPS tracking number to the whole order - which was delivered, but with only 1 pair of shoes. I have phoned and emailed and customer service keeps giving me the run-around. They are like parrots saying the order was shipped and UPS delivered it. I have explained and explained. God knows it is not hard to understand but this is like talking to a mud fence. They have my money - will not correct their mistake and send the full order or refund.
