Paid for expedited service and still not arrived?!

I ordered a metal art piece and paid $197.50 in expedited shipping. This company is located in Austin TX, and they just experienced a horrible winter storm with electrical outages etc. I get that it took 16 days to come due to that. What I dont get is why they wont gladly refund me the expedited shipping charge, which service obviously never occurred? Very frustrating!
