Ordered two pairs of shoes I never received and they refuse to refund me. This been goin on since last year

In December 2020 I Ordered Two pairs of shoes from sale fifth. My package said delivered when I was away but I came home to NOTHING! I've put in a complaint with the company that supposedly delivered them. They told me I had to deal with them through sans Fifth only and that said fidth had to put in the compliant and not me. So they denied me! I've been contacting sans fifth for months. It started off with the first few phone calls they were saying they are putting my refund through. Then eventually I started to ask to speak with upper management since no one could help me. I spoke to one manager she said she will make sure she stay in touch with me about what's been going on. I never heard from her again. I continued calling said fifth customer service and they started telling me that I can not speak to a manager. They said the manager Out supervisor will not talk to me cause they can't help me.
