Not upfront about requirements

I would have preferred at the outset to have a clear concise list of documents that would ultimately be required of U.S. customers. It seemed to be, oh yes we need this, and oh yeh we need that. It would have been easier to scan everything at once and have them ready to go. It almost seemed like a test to see if I was really interested enough to go find yet another document. User's recommendation: Allow plenty of lead time.
