Not receiving usdt or amount which I have paid to seller for usdt

Sir/madam I had tried to buy usdt so I have made payment of rupees 2500 but because of some phone issues I am unable to click transfer and next option. So when I chat to seller Mahesh he said he released usdt but because of time limit is passed I did not received any usdt or my money refund. Date of transition 2021-06-30 and order no. Is 202433****756752****. And when I try to appeal for this order it always says we received maximum no. Of appeal for this order. Please resolve my issue. Thank you
