Not receiving full refund

EF is not refunding my family full amount of $9696 for our canceled trip to NY City June 1-4 2020 due to pandemic. They are keeping $350 for each traveler for a total of $1400 for "admin fees" which is unacceptable. I am requesting a FULL refund. The "peace of mind" policies are not updated to include pandemic or if tour company cancels what happens to our money.
