Not filling whole order and just giving it out

ordered 4 items - sent e-mail it was ready - went to store- gave me bag CHARGED for all but missing one item - they were out of it. If I took it I would be on the hook and how would I prove they didn't give it to me. Made kid give me credit but trying to sneak this past me was dishonest User's recommendation: check item completely.
