non refund of payment due to unused service

I am a Skype Business User with Skype Manager. I purchased Skype Credits to assign to my team and I did it for UAE & Saudi Arabia. The next moment, team tried and said it does not work after many tries. I contacted Skype immediately, and their chat support said this, after some analysis they agreed that in these countries, Skype is banned and hence, they will refund the money. All done. Later, I received an email with: ---------------- I understand that your concern has not been solved as you wish it could be. And I know how frustrating it is. But I am sorry to let you know that there is no way for us to refund the subscription because it has been allocated using Skype Manager. We can only refund a certain subscription if you purchase it using your personal account. I know that you dont want this and I totally understand that. That is why I have followed up you on email regarding this matter so you can be aware and will not wait for a week for the refund that is not going to happen. This was on 4th of Feb and today its Feb 22nd. I asked them to solve the issue, as I was ready to spend few thousand with them for entire team, but they said, despite the fact that the problem is with them, they would not refund as I am a business user. They could check and in chat, they did confirm that I have NOT USED EVEN 1 MIN from the subscription. After a lot of to and fro emails (they will reply once every 1-2 days) and now it has become reply once every 2-3 days from their end. They said that they will escalate the issue, but no timeline promised. After a few more emails, they said that the person assigned is unavailable. After few emails and few days, they wanted my mobile number to talk to me, then again no calls and no responses and they said they are again investigating the issue and nothing happened so far for 3 weeks. I have all email and chat copies with me, where they agree in writing that the problem is theirs, but still won't support as I am a business user and they have "no way" to refund. If it is a system they built, how can there be no way to refund? If all went good, I would have stayed a loyal customer.
