Made me pay 2 copays for 1 medication

My medication is metformin and it is a tier 1 generic on my insurance but CVS made me pay 2 copays of 10 dollars each when I should only be charged 1 copay instead of being charged 2 copays for 1 prescription fill I had to contact the state department of pharmacy in order to get a refund and my insurance said they had only gotten the first copay as expected and the other one was taken by cvs
