Hydraulic ram issue

My wheel lift in and out ram is pushing in when backing up to a vehicle and towing it. I have had the ram repacked and inspected 2 times there is no issues with the ram. I have also switched valve body around and the problem is still existing. Is there a lock or pressure valve that is part of this system
