“High Efficiency” washer does not get enough water to submerge laundry

I washed a load of sheets on normal, warm water, deep wash and the laundry is never completely submerged. When I removed from the dryer, I noticed the Tide pod had not dissolved in the wash and was not melted on a pillowcase and the sheets were splotched with the contents from the pod. I miss the Maytag washer that I sold when I thought I was upgrading our appliances. User's recommendation: Avoid high efficiency washers.
