have not refunded payment for charter services that were cancelled

The American Loggers Council enterd into an agreement to have USA Coachlines provide charter bus service at our annual meeting held last October in Seaside, Oregon. We were asked to submit a credit card to be placed onn file for a deposit for Charter #80619. The credit card was charged $2, 550 on 4/16/2018, charged again on June 5, 2018 for the same amount, and again on July 11, 2018 for the same amount again. We did manage to get our credit card company to stop payment for the last charge, but are still waiting for reimbursement for the first two billings and were told last August that becuase so much time had elapsed between the time the card was billed and the request to refund, they could not go back and give credit to our credit card account, but would send a reimbursement check. We had difficulties communicating with a live representative from the company and decided to cancel the charter well ahead of the cut-off date on the contract in order to receive reimbursement. They still owe us $5, 100 and we have heard absolutely nothing from them. We have attempted to contact them via phone, e-mail and yes, even certified mail, only to not receive any response, and the certified letter was returned as unclaimed. There are a lot of things that we should have done when retaining the services of USA Coachlines, including a reference check and their rating with the BBB, but we did not. They sucked us in with lower quotes than competitors, only to rob our non-profit of $5, 100 without delivering any services. I would think that there are laws that prohibit such unethical business practices.
