Have no choice only company available

I made a payment on 11/131**** towards my electric bill through the automatic pmt system. The system charged me $15.00 instead of the correct amount. I have been transferred 3 times from Va Dominion to the automatic system and spoke to Gaya at the automatic system the 3rd time who placed me on hold and the phone disconnected. The supervisor at the Va Dominion stated there is NO WAY you can receive your monies back when going through the automatic system that you use. What kind of business is this? Yes, we all need out lights but this is taking from the consumer.
