Excessive horn noise

I live in Mount Vernon, WA. In previous years I've used a white noise maker to block the noise of the train at night. The horns have now got so loud and are blown so frequently that the white noise maker now fails to block the train noise. As expected this is especially bad on a clear night. Between 1 and 5 am the horns and number of trains seems excessive. On some trains the horn blows the entire length of the town, It is impossible to get a full nights sleep. Can the use of the horn be reduced? Short blasts with a lower decibel horn would enable the residents to get a better night sleep
