Down grade 3G Mobile internet contract

I Entered into a 3G Mobile contract where it was stated that I would receive a download speed of 21M/sec. The best I have received is 2m/sec. After multiple calls and emails they told me that the towers in my area were not equipped for what they promised. Furthermore, on their website it is indicated that I was in the excellent coverage area. See attached. So, I emailed them multiple times to downgrade my package. They have yet to responded. I really don't know what to do here.
