Charging a fee to fix their service failure

Sporadic dropouts of internet caused me to call Optimum and have them visit. They said that if they issue is caused by anything I've done there is a fee (fair enough). They came out climbed some ladders, fixed a few outside connections and didn't really fix the problem. The engineer told me that the cable was too heavy and was straining the connections and needs fixing. They still billed me and will not refund. Very annoying. Beware. User's recommendation: Be careful when you use them to be very specific. The engineer came inside my home and checked the connection which seemed to trigger the automaticfee.
