Charge for damaged

I requested for a quote before proceeding with the fix for the damage. However, there was no response for two weeks, to which I emailed CS agent for the quote, and they got back to me saying they will be charging my account $1500 within 24 hours and the fix has been completed. I told them that they still haven't sent me the quote and they can't charge my account without my consent. However, no one got back to me and turo charged my account.
