Got ticket for not using hazard lights in a rest area on ram

I’m a truck driver who got a $99 ticket for the above. Rest area is full at nite as are truck stops . The VA St police needed revenue. It happened in Caroline cnty 12.17…it was 8am ..he could’ve asked me to pull up further…but $$$ was needed for their quota.
