Shop was paid over $1700 to fix my vehicle. Refused to fix it and now has it blocked in so I cannot retrieve it.

State Farm had paid Tezak Auto body $1748.89 to make repairs to my vehicle. He cashed the check April 16th 2019, got my car in the shop May 10th. He still has not fixed my vehicle.
