Poor service

Is it normal for a big-name railway crew to drink alcohol during working hours? While driving a car yesterday, I noticed a hefty man holding a bottle of beer in his hand, drinking while working. Are there really any alcoholics working at the Australian Railway who endanger people's lives? Where does the railway board look? I'm shocked!
