Fraud

I agree with previous commenters that this is a racketeering company. If there is a set time for free parking and a person who is blind, who has arrived and has not registered, has been hired, then let the hired person do his or her job properly and record when he or she is left and cancel the written penalty. I agree that there is a charge if the free parking time is exceeded. But if not - it is fraudulent detection. It turns out that you have to pay a penalty for nothing. : (((
