Canceled flight

It turns out that the airline is flying to Dortmund, which was supposed to start flying this year. in mid - June suddenly decided to cancel until early August. We bought 2 tickets to 29. VI for the amount of 138 EUR, which also includes administration fees and baggage fees and registration with Wizzair Discount club. Due to the canceled flight, the company offers me a refund of 65EUR - no refund for tzxes and luggage, which of course was not used. So on my 2 tickets the company earned about 70EUR. I am shocked! I'm not the only one. Where to turn, where to complain?...
