Poor service
Ambulance is either so powerless and there aren't really any technical techniques to perform the procedure, or just don't want to perform the procedure, it's bad service and / or inexperience, then who needs that ambulance at all, nothing if they can't even and / or can't provide basic help, which even I would be able to do without medical education! The people of Ugale do not use the ambulance because they are stupid, or simply do not want or do not know how to provide basic help!
