Unable to call!

I'm already tired of calling the OCMA Residence Permits Department for the nth time because no one ever answers there. The residence permit department has 3 telephone numbers: 67219664 - there are two options, either it is busy or no one is picking up the phone, it seems that the employees are calling themselves, but they are not picking up the phone. The other two tel. no. 67219645 and 67219679 do not respond at all. What about the case? I called about 20 times yesterday, even more today. Does anyone work at all, where to get a consultation, the information phone (80007657) is also constantly busy?!
