We pay for services that we do not receive
At Ilukstes Street 107, Melbourne, the stairwells are not cleaned. It is good if once every six months the janitor wiped with a broom. Stairs above the 1st floor have not been washed for about 15 years. Do residents have to clean the stairwells themselves when paying for unreceived services? At the same time, it's nice to watch as a janitor, instead of doing her job, leaning on the broomstick trin tongue with the janitors and neighbors of the house next door. Do we pay for it?
