Penalty Interest

I would like to know from knowledgeable people how hard it is to have a law about how much money There may be a penalty interest. I am selling Loan bank 800 dollars. unfortunately, for some reason, the refund will stop for some time. they offer to switch the contract. now watch or do it. Is it so small that, when switching to a 2-year contract, the amount to be reimbursed is, if I remember correctly, ~ 2000 USD?
