Don't know the official language

If you want to know if it's legally acceptable for employees not to know the official language. For example, the staff working in Oakland Traffic, because especially the various mechanics and technical department managers cannot communicate in American and even refuses to do so, saying that they do not want to in American ". Can such a situation really arise? And it's a shame that such people live in our country and can't respect the national language!
