Put penalties on those who ed and drink public transport!

So normal world countries are, those who drink and ed public transport are put penalty, $ 500. Especially alcoholic drinkers need to be punished! What control so rarely control transport? I pay a monthly ticket, but drinkers and all sorts of drinks with beer bottles stink through transport.
