Parking cash register

Today at the CSDD I would throw 60 santims (50 + 10) at the Oakland cash register cash machine, ATM showed that 60 santims had been thrown, but... printed a ticket for 30 santims and twice for a shorter period. The machine did not dispense any balances. Call Oakland Traffic by phone also failed! Is there a special discount for Oakland traffic - 100% surcharge?
