Refusal to pay reimbursement for medical expenses

I had an operation at the hospital on 19.11.2019. The doctor ordered to stay in the hospital until 21.11.2019. I submitted checks, but payment for the stay from 20.11 to 21.11.2019. It was not paid. The accident compensation expert made the personal decision that my stay in the hospital was not medically justified.
