Unethical Behavior of Customer Service Representative

On Wednesday, May 26th I contacted EDD concerning my open claim. After waiting for 2 hours and 24 minutes on hold I was patched through to a customer service agent who was so unprofessional its hard for me to believe the phone call took place to begin with. She immediately started arguing with me claiming I was yelling when I was not. I apologized in case there was a misunderstanding, however, as the phone converstaion progressed she became more and more hostile until she finally decided to patch me through to another person because she "just couldn't help me." Within the converstion, she made the point that she "works from home and unless you are in the mail department or checking faxes everyone else in the company worked from home as well." After being rerouted and waiting a several more minutes, the same agent picked up the line, her response to me being "Oh its you again?" She began to argue once again and she becamse so unreasonable and distraught she called in a male "coworker" from the other room of her house to mediate the situation. The two of them began criticizing me, the coworker saying I was yelling and I need to contact EDD. Both "agents" sounded inebriated and the result was that i was hung up on, leaving me near 3 hours of wasted time without any resolve to my concerns with my EDD account. Not only was my time wasted and I have no resolve to my issue, but on top of it Im convinced the person with the agent was not a coworker which is a HIPAA violation at which point I have every right to sue EDD for violation of my privacy.
